An independent review board has found fault with the Cuomo administration's attempts to convert a federal clean
water fund loan into construction work for the New York State Thruway's Tappan Zee Bridge.
Not exact matches
The clean
water funds are a mixture of federal grants and repaid clean
water loans, and state officials have contested EPA's authority over the
funds.
Environmental groups and legislators say the
loan sets a «dangerous precedent» that could place future Clean
Water Act
funding in jeopardy and sent a letter to Cuomo and the E.F.C. demanding that they delay, or cancel, today's vote.
The state can not make the
loan without E.P.A. approval because the federal agency has contributed to the state's clean
water loan fund.
Tensions between the Obama and Cuomo administrations date back to June, 2014, when Enck put the brakes on Cuomo's plan to use $ 500 million from a revolving
loan fund devoted to clean
water projects for the construction of the new Tappan Zee bridge.
The
loan was only recently made public by the Cuomo administration, which said the Clean
Water Fund money would be used to protect the Hudson River estuary rather than simply support construction.
Perkins said the
loan would divert
funding from New York City's clean
water infrastructure needs for the life of the 30 - year
loan, which would mean «an entire generation of projects may be forever sacrificed.»
He has also served as chair of the New Paltz Clean
Water and Open Space Committee, and advised village officials on the establishment of a revolving
loan fund.
In a blow to the Cuomo administration — and a big win for the environmental community — the EPA has rejected almost all of the controversial
funding approved by the Environmental Facilities Corp. for projects related to building a new Tappan Zee Bridge, deeming them ineligble for
funding from revolving
loan fund intended to pay for clean
water initiatives.
Perkins, a Manhattan lawmaker, doesn't have one of the three votes on the board that can either accept or reject the
loan, which is coming from a revolving
fund that has traditionally been used to pay for clean -
water and sewer projects.
The
loan is a controversial one for environmental advocates, who have weighed taking possible legal action, in part because the money for the
loan is coming from a
fund traditionally earmarked for clean
water and sewer projects.
The state had sought a $ 511 million
loan from a revolving
fund that is traditionally used to pay for clean -
water and sewer projects.

water protection
fund to the bridge, the ABO found: «the board did not meet to discuss or review details of the N.Y.S.T.A. bridge project or the application prior to convening a meeting on June 26, 2014, to authorize» the
loan.»
On Wednesday, the Thruway Authority is expected to give final approval to accept a $ 256 million
loan from the state Environmental Facilities Corporation's clean
water loan fund to help finance a new Tappan Zee Bridge.
