Responding to the re-launch
of a consultation by the Welsh Government on dog
breeding standards, William Powell, Welsh Liberal Democrat spokesperson on animal
welfare, said:
From strong humane
standards in Colorado that ensure dogs have cages that are double the length
of the dog, to the most basic
standards that simply prevent cruelty in Kansas and Missouri, all high volume puppy producing states except Oklahoma have animal
welfare standards covering those who transfer,
breed and sell large numbers
of dogs.
In his report (An Independent Inquiry into Dog
Breeding), Sir Patrick Bateson stated that «the challenge
of identifying high
welfare standard breeders reliably could be addressed through the application
of a rigorous, robustly policed and well respected quality assurance scheme.
As a direct consequence
of this observation and following consultations with key stakeholders including the veterinary profession, major animal
welfare charities and the Kennel Club, the Dog Advisory Council published a report detailing what it considers to be the
standard to be adopted by ALL breeders in relation to the «management»
of both
breeding dogs and their puppies.
A member selling any Westie which he / she knows to have a physical condition, serious deviations from the
standard or hereditary condition (disease)(exception's see # 9) which indicates that the
breeding of the dog would be detrimental to the
welfare of the
breed, will so inform the buyer in writing.
While many in the animal
welfare field still want to paint all breeders with the same low
standards brush, I look forward to opening their eyes to the true nature
of the
breeding business.
The session also covered: the veterinary profession's role in improving dog
welfare; the registration
of puppies with the Kennel Club; line
breeding, out
breeding and the coefficient
of inbreeding; veterinary checks at dog championship shows;
breed standards; availability
of research and data; the extent
of puppy farming; and the sale
of puppies on the internet.

Designed to promote and continuously improve canine well - being, this program develops and tests rigorous, science - based, voluntary
standards for the care and
welfare of breeding dogs and creates a third - party auditing and certification process for dog breeders.
The report's recommendations include: a limit on the number
of times a sire can be used for

(KC Release) The Kennel Club has welcomed new regulations to be introduced in Northern Ireland as a positive step towards better
standards of welfare for the
breeding of dogs.
The Kennel Club and
breed clubs need to reorganise their priorities, not just by tinkering with changes to
breed standards but by fully and genuinely placing the health and
welfare of dogs above the subjective beauty
of the show ring.

These reports addressed the issues
of inbreeding, inherited disorders, and the overall
welfare implications
of pedigree dog
breeding, making recommendations to improve current
standards.
However, there are more than 80 disorders that are either directly or indirectly associated with the requirements
of the published
breed standards which can have a detrimental impact on the dog's health and
welfare [23].
With the support
of dog breeders, pet industry representatives, animal health and
welfare experts, and other key stakeholders, the researchers are developing and testing voluntary
standards for the care and well - being
of dogs in commercial
breeding facilities.
The new regulations will still allow consumers to purchase or adopt a cat or dog directly from a
breed - specific animal rescue organization or a shelter or pound, or from a breeder that meets basic
standards of animal
welfare, such as those laid out in the bill.
Increased demand for dogs with extreme conformational features is suggested to be detrimental to these dogs»
welfare both because
of directly linked disorder risk and also because steeply increasing demand may contribute to suboptimal
breeding and
welfare standards as breeders and suppliers rapidly attempt to fulfil the heightened consumer demand [27].
