If that's
what you mean, then your horn will function quietly / low because another part of the system is drawing too much
amperage and your horn, therefore, can't get the energy it needs to fully function.
Since you are talking about, on the base side, an outlet having 120v / 20A, I'll assume you are talking about here in the States, as I don't know
what's going on with the rest of the world, but voltages and
amperages are going to be different elsewhere.
The 0.48 reading in the above image isn't damning just by itself (as the device might be only pulling down that amount) but
what was damning was when we plugged the exact same device immediately into a high - quality 12v car charger in the 12v socket right beside it and suddenly the
amperage jumped to 0.92.
Your phone controls how fast it's being charged depending on the available
amperage of
what's being plugged into it.
