Web scraping and other alternative
data collection practices are already fueling debate over
what constitutes nonpublic information and insider trading — and whether investors can misuse information even when it's public and legally obtained.

The framework guiding our study emerged from a review of scholarship completed prior to our
data collection and summarized in Figure 1.25 According to information summarized in this figure, features of state and district policies,
practices, and other characteristics interact with one another and exert an influence on
what school leaders do.
But both in
practice and in theory it matters

data actually are — a
collection of low temperatures is not at all like a
collection of high temperatures.
We have seen
what works in
practice, and we have researched the efficacy of outside counsel management
practices through years of
data collection and through the General Counsel Thought Leaders Experiment.
We can condemn the misuse of this
data, and Facebook's
data collection practices, without calling it a
data breach, a term that may confuse readers and distract them from
what we believe is the real problem here: Silicon Valley giants have built massive
data collection machines with almost no guardrails on how they are used.
