whether climate change adaptation is keeping development on - track, and whether costs and benefits are fairly distributed.

climate change, and development of low - carbon energy sources, independent of
whether climate intervention methods ultimately prove to be safe and feasible....
Today, the President will be giving a speech at Georgetown University on
climate change issues, with announcements of initiatives that will be taken leveraging the powers of the Administrative Branch because the Congress is unable (and, to a large extent, unwilling) to take meaningful action to address
climate change:
whether mitigation or
adaptation.
Finally we come to the question of
whether regional
climate projections should be used in
climate change adaptation decisions concerning infrastructure development?
The question for the
climate change adaptation community is
whether the uncertainty (including model errors) in the projected
climate change is small enough to be useful in a decision making framework.
In the conclusion to his «Plan B» chapter (p 228), Bob Carter writes: «It is therefore time to move away from stale «he - says - she - says» arguments about
whether human carbon dioxide emissions are causing dangerous warming, and on to designing effective policies of hazard management for all
climate change, based on
adaptation responses that are tailored for individual countries or regions... By their very nature, strategies that can cope with the dangers and vagaries of natural
climate change will readily cope with human - caused
change too should it ever become manifest.»
However, uncertainties regarding how future emissions translate into
climate change at global and regional levels remain significant, and therefore it is difficult to draw robust conclusions regarding
whether a particular greenhouse gas stabilization pathway would or would not allow residual risk to be successfully managed through
adaptation.
Some of the gaps in Chapter 3 on ethical issues raised by
climate change policy - making include: (1) ethics of decision - making in the face of scientific uncertainty, (2)
whether action or non-action of other nations affects a nation's responsibility for
climate change, (3) how to spend limited funds on
climate change adaptation, (4) when politicians may rely on their own uninformed opinion about
climate change science, and (5) who is responsible to for
climate refugees and what are their responsibilities.
D) Past
adaptation to
climate change by species was mainly through shifting their geographic range to higher or lower latitudes (depending on
whether the
climate was warming or cooling), or up and down mountain slopes.
Figure 2 shows that the lifetime of the
adaptation decision is a key factor determining
whether planning needs to address a relatively certain set of
changes, or allow for diverging, and potentially very different,
climate futures.
But the gist of it all is that
adaptation to
climate change is going to cost us, ultimately
whether we like it or not (and based on everything I've ever read, it's going to cost ever more the longer we delay in acting):
