What to know: The Mississippi Department
of Education's (MDE) plan stands out for aligning its teacher recruitment and retention efforts with its ambitious goals for increasing
student academic achievement by 2025 and clearly stating its role in supporting districts to address equity concerns.10 The MDE recognizes that in order to reach its stated goals —
which include a proposed graduation rate
of 90 percent for all
students by 2025 — they must also support districts in recruiting and retaining teachers
of color who are prepared to improve
student outcomes.
Research also shows that teachers hold differing and lower expectations for
students of color and low - income
students, as compared with more affluent
students,
which is a key link to our educational achievement gap.
Other states have established programs in community colleges,
which typically enroll a higher proportion
of students of color than four - year universities.
In 2013, they led the passage
of the School Climate Bill
of Rights,
which promises to end harmful discipline policies that push
students — particularly boys
of color — out
of our schools, invest in smarter alternatives to suspension and provide clearer school climate data.
In the case
of students in a poverty context and
students of color, this means having a solid grasp and understanding
of the historical ways in
which marginalization has negatively impacted these
students at the individual, institutional, and cultural levels.
The lack
of teachers
of color in classrooms was a problem that CAP first highlighted in the 2011 report «Teacher Diversity Matters,»
which included a new approach — the teacher diversity index — that ranked states on the percentage - point difference between teachers
of color and
students of color.
This report examines the extent to
which teachers who are not fully certified are disproportionately assigned to teach in high - poverty schools, schools with high proportions
of students of color, English learners, or
students with disabilities, and schools located in rural or urban areas.

He can start by shelving his «us versus them» approach towards non-traditional public schools,
which deprives children, particularly low - income

of academic opportunity.
For instance, across the country, racial gaps persist in access to rigorous coursework.15 Schools also disproportionately assign
students of color to remedial courses and disproportionately advance white
students to gifted and talented programs,

of those strategies was the elimination
of the Chapter 220 program,
which allowed for
students of color from high - poverty neighborhoods to attend schools in predominantly white suburban school districts.
What's more, in the remaining 41 states and Washington, D.C. —
which did not increase their selectivity standards during the time period analyzed — five states — Arkansas, Washington, D.C., Massachusetts, Mississippi, and Tennessee — saw an overall decrease in the percentage
of students of color among education majors, and 24 states saw less
of an increase in the percentage
of students of color among education majors than in their
student bodies overall.
Then, for instance, when it came to me having to confront
students about not completing work or give reminders about classroom rules, it could hopefully be perceived less as «Here's another white guy claiming power over me as a person
of color,» but more as «Here's someone who knows me and is trying to help me do what I need to do,»
which obviously makes for a more productive interaction.
