In a 1954 letter from Philip J. Cruise, the Authority chairman, to New York Mayor Robert F. Wagner, Cruise attributes the fact that only 3 percent of South Jamaica tenants (as of that date) were
white because the Authority respected
applicants» choices of where to live.
