While many of us use credit cards for genuine reasons, some people exploit loopholes in the rewards system to get stuff for free or very cheaply, accumulating
a whole bunch of credit cards along the way, and sometimes — when they're not so lucky — get into debilitating debt.
Before these 4 % transaction fees came along a lot of people would apply for
a whole bunch of credit cards (in the same day) then transfer near the credit limit into a savings account, and simply make the minimum payments come from it automatically.
The lifestyle habits that they created, spending habits etc. that got them into the difficulty and created
a whole bunch of credit cards, oftentimes doesn't change.

Already, the agency is starting to do a

credit card terms are simpler and written in plain English.
Just choose one and don't apply for a
