So yes, it may share the same
capabilities as a cell phone, but the
WiFi can come in handy when something is much more difficult to read on your phone's smaller screen.
Finally, the hardware or software may have additional
capabilities, such as a web browser,
wifi, and
so forth.
I suspect the limits may have to do with the OS, but
so far I don't see any WP7 devices with 4G, Hotspot
capability, front facing camera,
WiFi calling, or suffer from battery life issues or poor quality screens.
