academic performance, we believe that this is a strong
indicator of student improvement and should be considered as part of a state's implementation plan.
In Shelby County Schools, which consolidated in 2013
with Memphis City Schools, the school board has expanded community engagement and literacy initiatives and implemented Key Performance
Indicators to help the district leadership monitor the district's effectiveness in meeting the
academic, social, and safety needs of students.
During the pilot period, states should meet individually
with representatives from each preparation program to discuss data on accepted applicants, broken out by
academic and demographic
indicators.
This year, the
academic gaps rating is not only made evident
with its own

CAP believes that Congress should provide states

academic attainment and growth; it means coupling those
with rigorous, reliable and valid
indicators of school organization and other nonacademic factors.
In California's plan to comply
with the Every Student Succeeds Act, approved by Congress in 2015 to replace the federal No Child Left Behind Law, the state has chosen to use chronic absenteeism as another
academic indicator along
with test scores for grades K - 8.
The law requires that school classification systems lean heavily toward the
academic indicators, compared
with the measures of school quality or student success.

In Chicago, which has been subject to a variety of reforms over the years, research by Carnegie Foundation president Anthony Bryk and his colleagues found that schools
with community school characteristics were more successful in terms of
academic achievement in reading and math scores, and in reducing chronic absenteeism, along
with other key
indicators of student success.16 Spanning many years, the research concluded that successful schools had robust parent - community ties, a student - centered learning climate, and instructional guidance.
SQSS, often dubbed the «non-academic» or fifth
indicator, is an unprecedented move by ESSA to place a value on elements of learning that are not traditionally associated
with academics.
Ironically, an
indicator aiming to improve school quality beyond
academics could hamper the activities
with the same intent.
