While we can't tell if this person was a BOE
employee or a Jung campaigner — either way this is clearly a violation, one
worse than the

Because the
bad employee is affecting the morale or productivity of people
other than you, and your
other employees are questioning why you're tolerating the
bad behaviour.
Thus, the decision itself, though of great significance, will only impact on employers who treat
employees with disabled dependants
