If it's a PDF file, I can't just open a writable file, I have to open it in Adobe Reader, which I've never done, so I have to Google how to do that and fiddle around, then I can call the candidate, and take notes as we talk.

Frankly speaking, if you want to work more expediently, you'd better make your PDF file writable.
