A reputable
breeder will ask you questions about what you hope to do
with the puppy, where it will live, whether you have a fenced
yard, and how you will take care of it.
A
breeder that will sell their dogs without papers is often a back
yard breeder or commercial
breeder who does not do any genetic testing and for a lower cost you could end up
with a puppy that has luxating patella's, leg perthies disease, cataracts or perhaps something worse like a liver shunt or heart defect.

yard - who admits to being an IRresponsible or DISreputable one?
Many back
yard breeders do not have the knowledge to properly raise a healthy, socialized litter, or to help the new owner
with any problems that might arise.
One of the positive aspects that would come out of my idea is that we could easily identify most active back
yard breeders, and
with enough public pressure on law enforcement, crack down, and attempt to prosecute.
