As regards the DC delegate's vote, back in 1992 when, in contrast to H.W. Bush's loss of the Presidency, the GOP gained 10 house seats, the Democratic majority attempted to cut their gain in half by giving the delegates from Puerto Rico, the U.S. Virgin Islands, D.C., and a couple other places a vote on the floor of the House.
