Geoff, OBE is not the same as the curriculum you are suggesting, I agree, but the Outcomes Approach developed in Queensland in 1999/2000 provided an excellent starting point for curriculum structured as continua because it clearly described the learning expected / desired / hoped for at the end of year 10 and interim stages of learning were described NOT linked to year levels. This could be an interim stage in development of a longer term alternative, roads with guidance systems able to interact with vehicles of the future to feed back information on traffic throughout the network and work out the best way to get to the destination with minimum delays, based on the number of travelers and their destinations.
