Modal verbs are a type of verb that help to express someone's ability, possibility, or willingness to do something. They are words like can, could, may, might, must, will, would, shall, should, and ought to. These verbs give more information about the action being described and show the speaker's attitude or intention towards it.

Here are a few resources I use with my students to
revisit modal verbs with home rules and then look at forming sentences using the imperfect tense.
