Our document analysis of alignment in elementary reading was guided by the following two questions, among others: How can we characterize the alignment of state
standards and assessments in elementary reading?
There are three key elements to those reforms: making better personnel decisions at tenure time; providing feedback to allow teachers to improve their practice; and more
rigorous standards and assessments.
All states had to develop rigorous
learning standards and assessments of student performance, and individual schools are required to be on a path leading to universal proficiency by 2014.

We work closely with educational partners to analyze mandated
